Frank is possibly a member of V.F.D., but what side he is on is unknown. He is one of the triplets that run the Hotel Denouement. Throughout The Penultimate Peril, the Baudelaires have trouble deciding which two of the triplets is Frank, and which is Ernest and don't even realize that one of them might be Dewey.
